Starting from September 1, 2023, Employment Pass (EP) applicants will need to fulfill two stages of eligibility criteria. Along with meeting the required salary threshold in the first stage, candidates must also successfully complete the points-based Complementarity Assessment Framework (COMPASS) in the second stage. Applicants will need to accumulate a total of 40 points across four categories (Salary, Qualifications, Diversity, Support for Local Employment) to qualify for an EP.
Here's a detailed breakdown of how the scoring works (note that C1-C4 are base categories, while C5-C6 are bonus categories):
C1 (Individual Attributes) - Salary:
Applicants will receive corresponding points based on their fixed monthly salary compared to the salaries of local Professionals, Managers, Executives & Technicians (PMETs) in Singapore. The scoring criteria will also increase with age.
If the monthly salary exceeds that of 90% of local PMETs, 20 points are awarded.
If the monthly salary falls between 65% and 90%, 10 points are awarded.
If the monthly salary is below 65%, 0 points are awarded.
C2 (Individual Attributes) - Qualifications:
This category evaluates the applicant's qualifications, specifically their educational credentials.
Having qualifications from top-tier institutions grants 20 points.
Having qualifications equivalent to a degree grants 10 points.
Not having qualifications equivalent to a degree grants 0 points.
According to information from the Ministry of Manpower (MOM), top-tier institutions include:
1. Top 100 universities globally
2. Other highly reputable universities.
3. Autonomous universities in Singapore (NTU, NUS, SMU, SIT, SUSS, SUTD).
4. Vocational institutions and qualifications highly recognized in specific fields.
C3 (Firm-Related Attributes) - Diversity:
This category assesses the proportion of the applicant's nationality compared to the nationalities of PMETs in the company.
If the proportion is less than 5%, 20 points are awarded.
If the proportion is between 5% and 25%, 10 points are awarded.
If the proportion is equal to or greater than 25%, 0 points are awarded.
*Note: If the company itself has fewer than 25 PMET employees, it automatically receives 10 points in Category C3.
C4 (Firm-Related Attributes) - Support for Local Employment:
This category evaluates the percentage of local PMET employees in the company.
If the percentage exceeds 50%, 20 points are awarded.
If the percentage falls between 20% and 50%, 10 points are awarded.
If the percentage is below 20%, 0 points are awarded.
C5 (Bonus Criteria) - Shortage Occupation List:
If the applicant's job falls under the category of Singapore's shortage occupations, an additional 20 points are awarded.
*Note: If the applicant's nationality constitutes one-third or more of the company's PMET employees, the skills bonus will be reduced to 10 points.
C6 (Bonus Criteria) - Strategic Economic Priorities Bonus:
If the company meets specific assessment criteria related to innovation or internationalization activities, an additional 10 points are awarded. Examples of participating programs include ESG's Scale-up SG and EDB's Research and Innovation Scheme for Companies (RIS(C)).
These policies apply to new EP applicants from September 1, 2023, and EP renewals from September 1, 2024.
