3. While a Singapore Citizen or Permanent Resident must be a director, foreign individuals can also serve as directors or shareholders.

Note: 

Singapore Work Passes (e.g., S Pass, Work Permit) holders are generally restricted from being shareholders or directors of a company. 
Dependant Pass (DP) and Employment Pass (EP) holders can hold these positions under specific conditions.
