Applying for PR via Singapore Studies

It is feasible to apply for Singapore Permanent Residence (PR) through studying in Singapore. There are two main pathways depending on the applicant’s education stage.
Young Student Applicants: Apply for PR while studying
Under the prevailing ICA regulations, holders of Student Pass may submit a PR application if they have passed at least one national‑level examination (PSLE, N‑Level, O‑Level, A‑Level, etc.) or are enrolled in the Integrated Programme (IP).
Recommended Entry Timelines
1. Entry at Primary 3‑4
2. Entry at Secondary 2
3. Entry at Junior College 2
Students admitted at the above stages will be eligible to sit for relevant national examinations after two years of study, meeting the basic PR application prerequisites.
> Note: The AEIS admission test is not counted as a national‑level examination for PR purposes. Students taking only international curricula such as IB without sitting Singapore national examinations cannot use this pathway.
Key Application Tips
1. ICA exercises discretionary assessment. Meeting basic criteria does not guarantee approval. Factors including age, academic results, school background and family profile will be comprehensively reviewed.
2. The first submission is critical. Errors in documentation or inconsistent information commonly lead to early rejection. Many self‑submitted applications receive rejection notices in around two months, mostly due to flawed document preparation.
3. All non‑English documents must be properly translated and authenticated. Information filled in forms must match original identity documents exactly.
University‑Level & Above Graduates: Secure a work pass first
Student status alone does not qualify graduates for PR. They must obtain valid employment or entrepreneurship passes before submitting PR applications.
Pass types eligible for PR application:
1. Employment Pass (EP)
2. S Pass (SP)
3. Entrepreneur Pass (EntrePass)
⚠️ A Work Permit (WP) cannot be used for independent PR applications, and is only eligible for PR as a dependent.
Practical advice: Choose roles in promising industries, maintain steady employment and consistent tax‑filing records to strengthen your PR application profile.
