2026 Latest Application Procedures for Non-Citizens

Singapore authorities have launched three categorized online application channels to accommodate applicants residing locally or overseas, covering users with or without Singpass and FIN numbers. All procedures are completed digitally with no offline appointments required.

1. For Applicants with a Singpass Account

Eligible non-citizens can log in directly via the official Singapore Police Force e-service portal to complete form submission and online payment. Once the application is approved, applicants will receive an official email notification containing a FileSG access link. Users can download and print the official clearance certificate instantly through the government platform.

2. For Overseas Applicants with FIN (No Singpass)

This channel applies to overseas applicants who previously held Singapore passes and possess a valid FIN number but do not have a Singpass account. Applicants need to log in to the official portal using their FIN number, complete payment, and submit a digital fingerprint scan captured by authorized local institutions such as regional police stations or notary offices. Upon approval, the official clearance certificate will be accessible via the FileSG platform.

3. For Overseas Applicants with No Singpass & No FIN

Applicants without valid login credentials must retrieve their official identification number before submitting an application. Two inquiry channels are available based on previous residency status:

• Former Work Pass holders: Retrieve your FIN number via email enquiry with Singapore Ministry of Manpower: mom_wpd@mom.gov.sg

• Former Student Pass holders, short-term visitors or Singapore PRs: Submit an NRIC/FIN enquiry through the official ICA feedback portal.

After obtaining the FIN or NRIC number, applicants may follow the standard procedure to submit documents, complete payment and upload fingerprint records for official review.
