Singapore Traffic Police has announced key revisions to local driving licence regulations, taking effect on15 June 2026. The new policy relaxes vehicle weight limits for Class 3 and Class 3A licence holders, expanding their eligibility to operate electric light commercial vehicles.
Updated Vehicle Weight Limit for Electric Vehicles
Under the new rule, drivers with a Class 3 or Class 3A licence can operate electric light goods vehicles and electric small buses with an unladen weight of up to 3,000 kg. This marks a 500 kg increase from the previous 2,500 kg limit.
Important clarification: The 2,500 kg unladen weight cap remains unchanged for all internal combustion engine (ICE) light trucks and minibuses. Any ICE vehicle exceeding this limit requires a Class 4 or Class 4A licence for legal operation.
Foreign Licence Conversion Guidelines
Drivers holding valid overseas licences can convert their credentials to a Singapore driving licence. Conversion requirements vary by licence class, as outlined below.
Motorcycle Licence Conversion
- Convert to Class 2B: Pass only the Basic Theory Test (BTT).
- Convert to Class 2A / Class 2: Provide proof of large-capacity motorcycle ownership, relevant advanced training and road tests, plus a minimum of one year of overseas riding experience.
Car Licence Conversion
- Class 3 / 3A (Cars, light vans, small buses): Pass the Basic Theory Test (BTT) and Practical Driving Test (PDT), then complete official licence conversion procedures.
- Class 3C / 3CA (Private cars only, no commercial vehicles): Pass only the Basic Theory Test (BTT) to complete conversion.
Heavy Vehicle Licence Conversion
To convert overseas heavy vehicle licences to Singapore Class 4 or Class 5 licences, applicants must pass both the BTT and PDT, followed by official conversion registration.
Required Documents for Foreign Licence Conversion
1. Original and copy of passport, Singapore work pass, dependent pass or student pass
2. Original and copy of valid overseas driving licence
3. Recent passport-sized photograph
4. S$50 administrative processing fee
5. Licence translation document (no notarisation required; original translated copy mandatory). An International Driving Permit (IDP) is also acceptable.
6. Official licence issuance verification letter, if the overseas licence does not state a clear issue date
Key requirement: The overseas driving licence must be obtained prior to receiving any Singapore long-term pass (work pass, dependent pass or student pass).
