Singapore's Immigration Window of Opportunity
2026-10-14

ICA’s Registry of Births and Deaths has released the 2025 Registry of Births and Deaths Report. For the first time on record, local births have fallen below 30,000. Shifting demographics create a potential application window for foreigners applying for Singapore PR and citizenship.

Historic Low in New‑born Numbers

Official statistics record only 29,864 births in Singapore for 2025, the first time the figure has dropped under the 30,000 threshold. In the same year, 26,499 deaths were registered, resulting in a natural population increase of merely 3,365, a sharp year‑on‑year decline.

The crude resident birth rate dropped from 7.4 per 1,000 residents in 2024 to 6.5. Broken down by ethnic groups, Chinese‑Singaporeans posted the lowest birth rate at 5.3, Malays stood at 11.8, and Indians at 7.3.

Falling fertility rates combined with an ageing population tighten the domestic labour pool. Immigration has become a key measure to offset demographic pressures.

Near‑20‑Year High Immigration Quotas

Under the government's five‑year roadmap, around 40,000 PR approvals and 25,000‑30,000 new citizenship grants will be issued annually. Quota volumes are at their highest level in nearly two decades, easing economic, infrastructure and aged‑care strains caused by population shrinkage.

For expats working and residing long‑term in Singapore, this represents a rare favourable period for status applications. Larger quotas do not mean relaxed assessment standards. Many self‑filed applications are rejected due to flawed documentation, inconsistent supporting evidence or poorly‑structured career records, causing applicants to miss out on this policy window.
