2）Joint venture between a PR and foreign partners

The PR must act as the company’s local director. Shareholding structure is flexible: the PR may or may not own company shares, and foreign investors can hold 100% equity. Foreign partners are also permitted to be appointed as company directors and shareholders.

Restrictions for Foreign Pass Holders Establishing Businesses

1）WP & SP holders: Banned from acting as company directors or shareholders.

2）EP & DP holders: May serve as directors or shareholders only when relevant policy conditions are met.

3）Pure foreign applicants without local residence status: Must obtain a valid EntrePass approval prior to company registration and operation.
