TEP Application Requirements
The TEP features student-friendly eligibility. Applicants only need to meet one of the following criteria:
- Overseas Students: Currently studying at a globally recognised institution, and the Singapore-based training programme is part of their official curriculum; or earning a fixed monthly salary of SGD 3,000 and above.
- Overseas Affiliate Company Employees: Holding a fixed monthly salary of at least SGD 3,000.
- Policy Benefit: No foreign worker levy and no quota restriction, ensuring flexible application conditions.
Validity & Pass Limitations
As a short-term temporary pass, the TEP comes with clear validity rules and usage restrictions:
- Validity Period: Maximum 3 months, non-renewable and non-reapplicable.
- Dependent Privileges: Not eligible for dependent passes for family members.
- PR Eligibility: TEP holders cannot apply for Singapore Permanent Residence during their pass validity.
Applicant Eligibility & Required Documents
The TEP does not support individual applications. All submissions must be filed by a registered Singapore-based employer.

- Valid passport personal particulars page. A formal explanation letter and supporting documents are required if the name on the passport differs from other certificates.
- Detailed training proposal, including training objectives, programme type, venue, duration and full curriculum arrangement.
- Official English translations for all non-English documents, submitted together with the original files.
Official Application Procedure
The standard processing timeline is approximately six weeks, with a standardised application workflow:
1. The Singapore employer submits the online application and obtains an In-Principle Approval (IPA) letter.

3. After arrival, the employer proceeds with pass issuance and obtains the official notification letter.
4. If biometric registration (fingerprints and photo) is required, the employer must book an appointment within 2 weeks. 5. Complete the setup of the digital work pass.
6. Collect the physical pass after document verification or biometric registration completion.
