Foreign License Conversion in Singapore: FAQs
2026-09-15

Foreigners residing and working in Singapore often need to convert their overseas driving licences to local ones. Singapore Traffic Police enforces clear regulations regarding eligibility validity, document requirements, examination rules and application procedures. With recent policy updates, several application details have been revised. This article compiles nine frequently asked questions to cover eligibility criteria, application workflows, examination requirements and common compliance mistakes for foreign driving licence conversion.

Valid Pass Duration for License Conversion

Applicants are only eligible for foreign licence conversion if their Singapore long-term pass remains valid for 13 months or more. Passes with shorter validity cannot be used for conversion applications.

Can an Expired Overseas Licence Be Converted?

Expired foreign licences are not acceptable for conversion. Your original overseas driving licence must have at least six months of remaining validity. In addition, the licence must be obtained before you receive your Singapore long-term pass.

Do Tourists Need to Convert Their Licence?

Holders of a short-term social visit pass are not required to convert their foreign licence. They may drive legally in Singapore with a valid overseas driving licence, accompanied by an official International Driving Permit (IDP) issued by authorised automobile associations. An officially certified licence translation is also acceptable if an IDP is unavailable.

Time Limit for Converting Licence After Receiving Long-Term Pass

Clear regulations apply to Singapore citizens, Permanent Residents and long-term pass holders:

1. You are eligible to apply for licence conversion immediately after obtaining your long-term pass or PR status.

2. You may continue using your foreign driving licence within six months of pass approval.

3. After six months, foreign licences are no longer valid, and a Singapore driving licence is mandatory.

Complete Foreign Licence Conversion Procedure

The official conversion process is standardised and self-applicable:

1. Register with a local driving school and book the Basic Theory Test (BTT).

2. Pass the BTT examination.

3. Submit a formal conversion application via the official Form SG.

4. Receive an official email and book an in-person collection appointment.

5. Submit all required documents at the scheduled appointment.

6. Complete verification and obtain your Singapore driving licence.

Is the BTT Exam Compulsory and Difficult?

The Basic Theory Test (BTT) is mandatory for all foreign licence conversions and cannot be waived. The exam covers fundamental traffic knowledge with a high pass rate. Chinese language options are available for international applicants, making preparation straightforward.

Required Documents for Licence Conversion

Prepare the complete document set to avoid application rejection:

1. Original and copy of passport and Singapore long-term pass.

2. Original and copy of valid overseas driving licence.

3. Recent passport-sized white-background photograph.

4. Official application fee of SGD 50.

5. Original International Driving Permit (IDP) or officially endorsed licence translation (self-printed versions are not accepted).

6. Official verification letter from the issuing authority if your foreign licence does not state a clear issue date.

Official Requirements for Licence Translation

Singapore Traffic Police strictly requires official translated documents. Only original translated copies with authorised company stamps are recognised. Self-made or printed translations without official certification will not be approved.

Do Translation Documents Need Notarisation?

Standard official translation is sufficient for licence conversion applications. Further notarisation or Hague apostille certification is not required.

Note: Official policies may be adjusted periodically. All applications shall comply with the latest government regulations.
