Singapore WP Source Countries Expanded
2026-10-12
Timor‑Leste Included: New WP Source Country Effective Second Half of Next Year
Singapore’s Ministry of Manpower (MOM) has announced that Timor‑Leste will be added to the Non‑Traditional Source (NTS) list for Work Permit holders starting from the second half of next year.
Singapore employers will be allowed to hire Work Permit workers from Timor‑Leste for roles within construction, marine shipyard, process industries, as well as selected positions in manufacturing and services sectors.
Two Categories of WP Source Regions
Updated Non‑Traditional Source Countries
Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka, Timor‑Leste, Thailand.
The Non‑Traditional Source scheme was launched in September 2023. It enables employers to tap wider talent pools to cope with rising S‑Pass salary thresholds and increasing foreign worker levies.
The source list has undergone two major expansions: Bhutan, Cambodia and Laos were added in September 2025, followed by Timor‑Leste in July 2026.
Traditional Source Regions
Malaysia, Chinese Mainland, Hong Kong SAR China, Macao SAR China, South Korea, Taiwan Region China.
Workers from Traditional Sources are eligible for a broader range of job roles and are not confined to the NTS occupational list.
Key Notes for Employers
The expanded source list offers more labour options for local companies. Nevertheless, Non‑Traditional Source Work Permit workers can only be employed for approved industries and designated occupations.
Employers should verify occupational eligibility, quota entitlement and foreign‑worker levy rules before submission to prevent application rejections.
