Starting from January 1, 2023, Singapore has opened up applications for a new pass, the Overseas Networks&Expertise Pass (ONE Pass), The Overseas Networks & Expertise Pass is a personalised pass for top talent in all sectors, such as business, arts and culture, sports, academia and research.

Top talent in business, arts and culture, sports, academia and research.

What is the Eligibility Criteria

Candidates need to meet one of the criteria below:

•Earned a fixed monthly salary of at least S$30,000 (or its equivalent in foreign currency) for the 12 consecutive months leading up to the date of application

•Will earn a fixed monthly salary of at least S$30,000 under their future employer in Singapore

Tip: Even if you do not meet the salary criterion, you may still qualify if you have outstanding achievements in certain sectors.

Required Documents

1.Earned a fixed monthly salary of at least S$30,000 in Singapore in the past 12 momths

1）Monthly payslips for the 12 consecutive months leading up to the date of application

2）Most recent tax statements from the Inland Revenue Authority of Singapore

3）Documents supporting other income sources other than fixed monthly salary (if applicable)

2.Earned a fixed monthly salary of at least S$30,000 overseas in the past 12 momths in an established company

1）Monthly payslips for the 12 consecutive months leading up to the date of application

2）Employment verification proof from a background screening company

3）Documents supporting other income sources other than fixed monthly salary (if applicable)

4）Latest financial information of the candidate’s employer obtained within the last 3 months. This includes documents indicating the latest company valuation, market capitalisation or annual company revenue. You may get this information from any of the following sources:

3.Will Earn a fixed monthly salary of at least S$30,000 under an established company in Singapore

1）Employment contract with a Singapore organisation or a letter of offer from a prospective employer in Singapore.

2）Latest financial information of the candidate’s prospective employer obtained within the last 3 months. This includes documents indicating the latest company valuation, market capitalisation or annual company revenue. You may get this information from any of the following sources:

Official Application Process

1. Submit an application on the MOM website

1) Fill out the online form (applicants need to provide their career plans for the next 5 years in Singapore, such as employment plans, company establishment plans, plans to serve as a board member of a company, etc.)

2) Payment application fee:$105

3) After 4 weeks, check the application status. During this period, you may receive an email requesting the submission of additional materials.

4) The application result will be sent to the applicant's email. If approved, IPA will be obtained. Within 6 months, one must enter Singapore and obtain a top tier specialist permit.

2. Entering Singapore

3. Go to the EPSC to make an appointment for the issuance of a pass

4. Register fingerprints and obtain licenses

5. Obtain the ONE Pass.

What is the Duration

1.First-time candidates: Up to 5 years

2.Subsequent renewals: Up to 5 years

Foreign Worker Levy or Quota

No foreign worker levy or quota required.

Passes for Families

1.DP

1）Spouse (legally married)
Spouses with DP can apply for a Letter of Consent (LOC) to work in Singapore.

2）Children - unmarried and under 21 years old, including those legally adopted

2. LTVP

1）Common-law spouse
2）Handicapped children - unmarried and aged 21 and above
3）Stepchildren - unmarried and under 21 years old
4）Parents of the Overseas Networks & Expertise Pass holder

1.Exemption from Complementarity Assessment Framework (COMPASS) and Fair Consideration Framework job advertising requirements

2.Flexibility to concurrently start, operate and work for multiple companies at any one time (subject to your employment contract terms, where relevant)

3.No need to reapply for a pass if you change jobs

4.Availability of passes for eligible family members

5.Your spouse will be able to apply to work on a Letter of Consent.
