Singapore LOC Application Eligibility

LOC (Letter of Consent) is an official work approval issued by the Singapore government. Holders of LOC are legally permitted to work long-term in Singapore without applying for formal work passes.

Under current Singapore regulations, the following two categories of people qualify for LOC application:

Holders of LTVP / LTVP+

1.Who is eligible?

(1) Spouses of Singapore Citizens or PRs holding a valid LTVP / LTVP+

(2) Children under 21 years old of Singapore Citizens or PRs holding a valid LTVP

2.Who submits the LOC application?

(1) The hiring employer

(2) Licensed employment agencies

3.Mandatory application prerequisites (both must be satisfied)

(1) The applicant has secured a formal job offer prior to application

(2) The remaining validity period of the LTVP / LTVP+ is no less than 3 months

4.Application processing timeline

Approval generally takes around one week. Employment is prohibited during the pending review period.

5.LOC Validity Period (the shorter duration prevails)

(1) The validity window specified by the employer in the application form

(2) The expiry date of the applicant’s LTVP / LTVP+

Holders of Dependant’s Pass (DP)

1.Who is eligible?

DP holders who intend to register a company and serve as its director may apply for LOC.

Important reminder: You are only legally allowed to operate your business after obtaining the approved LOC.

2.Application processing timeline

Most applications receive a decision within 4 weeks.

3.Qualification criteria (meet any one condition below)

(1) Sole proprietor of a Singapore-registered company

(2) Partner of a Singapore-registered company

(3) Company director holding a minimum of 30% equity in a Singapore-registered enterprise

4.LOC Renewal Requirements (both requirements must be fulfilled)

(1) The company must employ at least one Singapore Citizen or PR

(2) CPF contributions must be made for this local employee for a minimum of 3 consecutive months

5.LOC Validity Period (the shorter duration prevails)

(1) One year starting from the LOC issuance date

(2) The valid term of the holder’s DP

(3) For subsequent renewals, the LOC validity will follow the expiry date of the DP
